No Tricks for Sex Offenders – Orange Councilman Jon Dumitru Spearheads Protection Perimeter Ordinance That's a Treat for Children & Parents

ORANGE, CA (February 9, 2010) — In a victory for public safety and children's advocate groups, Orange City Councilman Jon Dumitru spearheaded and won approval for a new city ordinance this evening that will better protect children participating in the time honored tradition of Halloween.

City Ordinance No. 3-10 was passed unanimously by the Orange City Council on Tuesday night in a show of unity for additional restrictions on the conduct and movement of registered sex offenders in the City. The new Ordinance amends the previous Orange Municipal Code (Chapter 9.10) by adding section 9.10.045. The Dumitru Amendment deals specifically with the regulation of registered sex offenders on Halloween - a time when the unrestricted movement of Orange's children is at its highest.

"Orange has a strong Municipal Code where sex offenders are concerned and I'm very proud of the Council's record," said Dumitru following Tuesday's Council Meeting. "I am always looking for ways to strengthen those codes for the protection of the children and families of our City. Halloween is a particularly vulnerable time for our kids because even when they are with their parents they may not know the potential dangers that exist in their neighborhoods. This new ordinance gives parents, kids, our police officers, and even the past offenders themselves a protection perimeter to stop incidents before they happen."

The new Ordinance will be in effect in time for Halloween this October and will require registered sex offenders to post a NO TRICK OR TREATING sign on their door. Dumitru's plan is to completely restrict a sex offenders opportunity to have contact with children during Halloween related activities.

"My goal is to create a Protection Perimeter for our children that goes where they go and coincides with those activities we used to take for granted," said Dumitru. "These new restrictions allow children, and their parents, to experience the simple joy of trick or treating free from worry."

Dumitru, who has been working closely with the Orange City Attorney, noted that the new city ordinance is a first in the State of California and is supported by victim's rights groups and law enforcement.
